Very little extra involved. Less than what's required for handling multiple languages.
The rationale is that it's trying to be consistent with other applications for the
targeted desktop environment at the time of the application's development. Some applications keep up when the standards change, and some don't. It generally depends
on if they are using the desktop environment's standard development tools or doing
their own custom coding.
