There is some inconsistency with the 12/24 hour format in Plasma.
The digital clock in the task bar can be set to 24 format.

The icon creation time and the tooltip in Dolphin defaults to 12 hour
format.
There appears to be no longer any option to change it System Settings.

Any ideas?
