fileserv: identify IRC transport when rejecting DCC browser commands
Tell users explicitly that a command arrived via IRC PRIVMSG rather than DCC chat, then explain how to open a new browser. This makes failures understandable when a client retains a disconnected DCC window as an IRC dialog.
Reject browser-only commands and current-directory shortcuts before authorization or catalog work. Show full IRC syntax for LIST, INFO and GET, distinguish browser commands in HELP, and document LS, QUIT and EXIT aliases.
Add regressions for private NOTICE replies, transport instructions, disconnected-browser fallback, and unchanged DCC behavior. All 48 native FileServ checks and git diff --check pass.
